Ohio Treasurer of State

Kevin L. Boyce was sworn in as the 47th Treasurer of the State of Ohio on January 7, 2009. Prior to his appointment, Boyce served eight years as a member of the Columbus City Council, was elected as President Pro Tempore, and served as Chairman of the Public Finance Committee. During his tenure, he oversaw the adoption of the city's $1.3 billion annual budget. Boyce served as Executive Director of KnowledgeWorks Ohio, Chief of Staff for the Ohio House of Representatives' Democratic Caucus, Executive Director of the Ohio Legislative Black Caucus, and directed youth programs under Mayor Carleton Finkbeiner in the City of Toledo. Boyce has received many awards and honors, some of which include: Ebony Magazine's National Award "30 Leaders under 30"; National Council of Negro Women's Community Service Award; The Society of Black Professionals' Achievement Award; Outstanding Role Model Award from the Phi Beta Sigma Fraternity; Outstanding Public Service Award from the Omega Psi Phi Fraternity; Delegate to the 2004 and 2008 Democratic National Conventions; U.S. Delegate to South Africa for the American Council of Young Political Leaders; received Honorary Doctor of Humane Letters degree from Wilberforce University for distinguished career in public service and dedication to higher education. Boyce earned a B.A. in Political Science from the University of Toledo and a Master's in Public Administration from Central Michigan University.

Edward W. (Ned) Hill is Dean and Professor of Economic Development at the Maxine Goodman Levin College of Urban Affairs; Nonresident Senior Fellow of The Brookings Institution, where he is affiliated with the Metropolitan Policy Program; and Nonresident Visiting Fellow at the Institute of Urban and Regional Development at the University of California at Berkeley.  He currently chairs the National Advisory Board of the National Institute of Standards and Technology's (NIST) Manufacturing Extension Partnership (MEP), and is also affiliated with the Faculty of Economics at the University of Rijeka in Croatia.  Ned writes on economic development and urban public policy and edited Economic Development Quarterly from 1994 to 2005.

Mr. Hogan is a graduate of the University of Massachusetts and holds an M.B.A. with a concentration in Finance from the George Washington University.

Beth Siville is a Senior Vice President with George K. Baum & Company's Housing Group based in Denver, Colorado and is a Senior Banker for Ohio Housing Finance Agency. She brings more than 17 years experience in mortgage lending, including product development, loan servicing and lending compliance. In a previous position, Ms. Siville served as Manager of Homeownership for the Washington State Housing Finance Commission and Vice President with The Leader Mortgage Company, now U.S. Bank Home Mortgage – MRBP Division, a master servicer specializing in housing finance agency tax-exempt and taxable bond programs.

Since 1998, Mark Milligan has provided advisory services to not-for-profit organizations and early-stage businesses through his firms Passage Management and Passage Capital.  Additionally, he is Managing Director of the American Home Foundation, an organization focused on redeveloping and managing affordable rental properties for low-moderate income workers in higher income communities. In 2005-2006, Mr. Milligan also served as President of The Affordable Housing Trust for Columbus and Franklin County.   Prior to forming his consulting firms, he concluded a 23 year banking career as Executive Vice President of State Savings Bank, then the largest home lender and privately-owned bank in the Columbus and Phoenix markets. Mr. Milligan currently serves on the Board of Directors of The Arlington Bank, Upper Arlington, Ohio, of which he was an organizer, and First Federal Savings of Newark, Ohio. He also serves as Vice Chair of the Ohio Housing Finance Agency; Chair of the Federal Home Loan Bank of Cincinnati Advisory Council; and Secretary/Treasurer of the Columbus-Franklin County Finance Authority.
