Thomas R. Lacey, ACD
Thomas R. Lacey serves as Vice President of ACD, where he has been employed since 1998. His primary responsibility is managing all aspects of acquisition and development activities, from project concept to completion, including sourcing new business opportunities, due diligence, acquisition, obtaining entitlements, interacting with local, state and federal governmental agencies, tax credit applications and compliance, debt and equity financing, and construction. Mr. Lacey's duties also include oversight of many asset management functions including property assessments and taxes, PILOT/tax abatement agreements, rent and market studies, appraisals and dispositions. Mr. Lacey has over 20 years of experience in the acquisition, development, consultation and valuation of affordable housing properties and investment properties comprising all traditional real estate sectors, located throughout the United States and in Canada. Prior to joining ACD, Mr. Lacey was employed as President of National Realty Advisors, in Troy, Michigan; as Director and Manager of Valuation Services at Cushman & Wakefield of Michigan, in Southfield, Michigan; and as Supervisor at Arthur Young & Co., in Chicago, Illinois. Mr. Lacey received his Bachelor's degree in Economics and his MBA degree with a major in Finance from Michigan State University. Mr. Lacey is a member of the Appraisal Institute and currently holds the MAI designation.

Holly H. Heer, Attorney
Holly H. Heer represents developers, investors and financial institutions in partnership syndication and related financing transactions with a particular emphasis on transactions involving the low-income housing tax credit, historic tax credit and new markets tax credit. She also represents clients in general real estate, general corporate and logistics and distribution matters. Ms. Heer was named a Rising Star in the 2007 edition of Ohio Super Lawyers, a distinction that recognizes the top 2.5 percent of Ohio lawyers under the age of 40 or those in practice for 10 years or less. Ms. Heer is a member of the Columbus Bar Association's Real Property Section, the Ohio State Bar Association and the Forum on Affordable Housing & Community Development Law of the American Bar Association.


Renee Gutterman Scruggs, Reznick Group, P.C.
Renee Gutterman Scruggs has been a Principal with Reznick Group, P.C. since 1986. She has approximately 29 years of accounting experience, of which 25 years consist of providing audit services to commercial clients primarily in the real estate industry. At Reznick Group, P.C., Ms. Scruggs is responsible for managing an accounting and auditing group. Her accounting group audits approximately 250 real estate partnerships, which primarily own properties with low-income housing tax credits or historic tax credits. In addition, her group performs the audits and prepares the tax returns for approximately 300 funds, which collectively own partnership interests in over 4,000 low-income housing real estate partnerships. Some of the funds are registered with the SEC and require filings of Forms 10Q and 10K. Ms. Scruggs is involved in all aspects of affordable housing and provides consulting services for developers, property owners and investors throughout the United States. Prior to joining Reznick Group, P.C., Ms. Scruggs worked for an international accounting firm. Ms. Scruggs received a Bachelor of Science degree in Accounting and Insurance from Wharton School, University of Pennsylvania. Ms. Scruggs has received her Certified Public Accountant certification. Ms. Scruggs is a member of the American Institute of Certified Public Accountants and the Maryland Association of Certified Public Accountants.
