Melanie Shapiro, Ohio Capital Corporation for Housing
Ms. Shapiro joined Ohio Capital Corporation for Housing (OCCH) in 2000 and is the Director of Partner Services. In this capacity, she coordinates OCCH's Resident Development Fund that creates opportunities for residents of Ohio Equity Fund properties to achieve greater self-sufficiency. She also manages the HUD Cooperative Agreements and coordinates training, technical assistance, consulting contracts and reporting requirements related to grant activities. Ms. Shapiro has specialized experience in compliance with HUD Section 8, HOME, Fair Housing and Section 504 and Section 42 regulations. She provides compliance and fair housing training to OCCH partners, as well as industry associations and is active with the Ohio Housing Finance Agency Multifamily Management Advisory Committee and the Midwest Affordable Housing Management Association. In May 2004, she joined the Housing Credit Certified Professional Board of Governors as a Technical Advisor. Ms. Shapiro is certified as an Assisted Housing Manager, Fair Housing Specialist, National Affordable Housing Professional Executive, HOME Program Regulations Specialist, and Housing Credit Certified Professional. She also holds a Master of Arts in Public Administration from The Ohio State University.

Christine Bennett, Ohio Housing Finance Agency
Christine Bennett is a Compliance Coordinator in the Office of Program Compliance for the Ohio Housing Finance Agency. She has been in the affordable housing industry since 2000 and joined the OHFA staff in 2006 as part of the Training and Technical Assistance team. Ms. Bennett earned a Bachelor of Arts degree in both Business Administration and Home Economics from Otterbein College. Christine holds the following industry certifications: Assisted Housing Manager (AHM), Fair Housing Coordinator (FHC), Housing Credit Certified Professional (HCCP), Specialist in Housing Credit Management (SHCM), Spectrum Training Award Recipient (STAR), and Tax Credit Compliance Systems (TaCCs). Articles by Ms. Bennett have appeared in Units Magazine, the National Affordable Housing Builders (NAHB) Update and the OHFA Quarterly Update.


Arthera "T.J." Burgess, Ohio Housing Finance Agency
T.J. Burgess began working for the Ohio Housing Finance Agency in 1982 as a Housing Examiner Assistant. In the following years, promotions included a Housing Specialist position and as the Housing Management Manager. She left OHFA in 1998 to go to the private sector and returned to OHFA in July of 2004 as the New Properties and Training Manager in the Program Compliance division. Her current position is as the Technical Assistance and Training Manager for Program Compliance. Ms. Burgess is a licensed realtor in the State of Ohio and holds the following industry certifications: the Spectrum Training Award Recipient (STAR), Assisted Housing Manager (AHM), National Affordable Housing Management Association Executive Designation (NAHP-e), National Affordable Housing Professional Fair Housing Certification (FHC), Tax Credit Compliance Systems (TaCCs), Specialist in Housing Credit Management (SHCM), and Housing Credit Certified Professional (HCCP).


Todd Carmichael, Ohio Housing Finance Agency
Todd Carmichael began his career with the Ohio Housing Finance Agency in February 1992 as a Housing Management Assistant. Mr. Carmichael's duties included processing Section 8 vouchers and assisting with physical inspections on Section 8 properties. He was promoted to Housing Management Specialist in March 1993 where he conducted file audits and physical inspections of Section 8 properties. From April 1998 to January 2000, Mr. Carmichael worked in the Mark-to-Market Program where he worked on expiring Section 8 Housing Assistance Payments Contracts. He returned to Housing Management in February 2000 as a Housing Management Coordinator. His duties included scheduling all LIHTC site reviews and ensuring compliance with LIHTC properties. Mr. Carmichael is currently serving as the Field Operations Manager with the Ohio Housing Finance Agency. He oversees all HOME, Multifamily Bond and Existing LIHTC reviews in Southwestern Ohio. He holds the AHM, NAHP, CPO and SHCM designations.


Brian Carnahan, Ohio Housing Finance Agency
Brian Carnahan is the Director of the Ohio Housing Finance Agency's Office of Program Compliance. Prior to assuming his current responsibilities, he was Assistant Director of Program Compliance, and also served as the Project Administration Manager responsible for helping Housing Development Assistance Program funding recipients with project implementation. Mr. Carnahan holds a Master's in Business Administration from Franklin University and a Master of Art in Geography from Kent State University. He completed a Bachelor of Arts in Political Science and Geography at The Ohio State University. Mr. Carnahan holds the HCCP, SHCM, AHM, and HDFP designations. Currently he is serving on the HCCP Board of Governors and the Board of the Midwest Affordable Housing Management Association. Mr. Carnahan has published articles on housing and community development in publications such as Affordable Housing Finance, Units, Journal of Tax Credit Housing, Property Compliance Report, NAHP Update, Shelterforce, Ohio Builder, Bright Ideas, and Economic Development Commentary, among others.


Betsy Krieger, Ohio Housing Finance Agency
Betsy Krieger joined OHFA in September 2005 as Program Compliance Manager. She has over 18 years experience in monitoring regulatory compliance. Prior to joining OHFA, she was the Enforcement Manager for the Department of Commerce responsible for directing investigations and audit inspections of Ohio's real estate brokerages. Ms. Krieger has previously held positions with CoreComm, a local telecommunications company, where she directed the company's compliance to state and federal utility regulations, the Ohio Consumers' Counsel, and the Ohio Attorney General's Office, Bureau of Criminal Identification and Investigation. Ms. Krieger holds a Bachelor of Arts in Criminology and Political Science and a Master's degree in Public Policy and Management from The Ohio State University. Ms. Krieger serves on a Columbus suburban zoning and planning committee after serving five years as a Clintonville Area Commissioner.


William Edward Wylie, Ohio Housing Finance Agency
Ed Wylie joined the Ohio Housing Finance Agency (OHFA) in September 1999 and is responsible for managing the Central Ohio Team for OHFA's Office of Program Compliance, which monitors LIHTC, HOME, RTC and HTF compliance for affordable housing in Ohio. As Compliance Manager, Mr. Wylie supervises six Compliance Analysts who perform resident file and property site inspections, supervises the Toledo Field Office, and acts as the emergency housing liaison to the Ohio Emergency Management Agency (OEMA) during disasters. Prior to joining OHFA, Mr. Wylie had over 10 years of affordable rural housing experience, working with Area Agencies on Aging, Public Housing Authorities, OEMA and Community Action Agencies. He holds the Housing Credit Compliance Professional, Assisted Housing Manager, NAHMA Fair Housing and Section 504 Compliance, TaCCs certification, Residential Conservation Service Energy Auditor, and is a licensed Lead Risk Assessor.
