Low-Income Homeownership: Current Research
This session will introduce current research related to low-income homeownership, including topics such as the benefits of homeownership for families and communities, the causes and consequences of subprime mortgage lending, the determinants of mortgage delinquency and foreclosure, and the role of affordable mortgage programs such as the Mortgage Revenue Bond Program (OHFA's First-Time Homebuyer Program).

Blaine Brockman, Ohio Housing Finance Agency
Blaine Brockman joined the Ohio Housing Finance Agency (OHFA) in April 2004 as the Chief of Staff and was later promoted to Assistant Executive Director. Mr. Brockman oversees the programmatic and financial activities of the Agency. Prior to joining OHFA, he worked at the Ohio Department of Natural Resources as a Law Enforcement Officer and in Labor Relations and for the Ohio Department of Development as the Assistant Human Resources Administrator. Most recently, he worked at the Ohio Department of Commerce as the Human Resources Administrator. Mr. Brockman earned a Bachelor of Science from The Ohio State University and his Juris Doctor, Cum Laude, from Capital University Law School. He is a member of the Governor's Interagency Council for Homelessness and Affordable Housing Policy Team, the Madison County MR/DD Board, and a member of the Board of Trustees of the Ohio Association of County Boards of MR/DD. He is a practicing attorney and volunteers with the Habitat for Humanity of Madison County.

Dr. Stephanie Moulton, John Glenn School of Public Affairs, The Ohio State University
Stephanie Moulton is an Assistant Professor of Public Affairs at the John Glenn School of Public Affairs at The Ohio State University where she teaches courses in nonprofit and public management. Dr. Moulton's research focuses on low income housing policies, including an evaluation of state Mortgage Revenue Bond programs, funded in part by a research grant from the U.S. Department of Housing and Urban Development (HUD). Prior to her academic career, Dr. Moulton managed the programs and staff of an award winning nonprofit Community Housing Development Organization, and served as a state and regional trainer for Indiana's Individual Development Account program and homeownership counseling and down payment assistance programs. In 2004, she was awarded the Foundation Award from the Indiana Association for Community and Economic Development for her role in community and economic development in the state of Indiana.
