Todd Carmichael, Ohio Housing Finance Agency
Todd Carmichael began his career with the Ohio Housing Finance Agency in February 1992 as a Housing Management Assistant. Mr. Carmichael's duties included processing Section 8 vouchers and assisting with physical inspections on Section 8 properties. He was promoted to Housing Management Specialist in March 1993 where he conducted file audits and physical inspections of Section 8 properties. From April 1998 to January 2000, Mr. Carmichael worked in the Mark-to-Market Program where he worked on expiring Section 8 Housing Assistance Payments Contracts. He returned to Housing Management in February 2000 as a Housing Management Coordinator. His duties included scheduling all LIHTC site reviews and ensuring compliance with LIHTC properties. Mr. Carmichael is currently serving as the Field Operations Manager with the Ohio Housing Finance Agency. He oversees all HOME, Multifamily Bond and Existing LIHTC reviews in Southwestern Ohio. He holds the AHM, NAHP, CPO and SHCM designations.

Shelley Whalen, Community Mediation Services of Central Ohio
Shelley Whalen is a native of Columbus and a graduate of The Ohio State University College of Social Work. Since 1988, she has been the Executive Director of Community Mediation Services of Central Ohio (CMS), one of Ohio's oldest and largest providers of conflict management mediation services. During her more than 20 year tenure at CMS, she has successfully mediated hundreds of housing disputes, as well as extremely complex cases involving elected government officials, Fortune 500 companies, entire neighborhoods and school districts. She also regularly designs and conducts conflict resolution training programs for attorneys, government and business representatives, educators and mental health professionals. Ms. Whalen is also a past President of the Ohio Mediation Association.
