The 2007 CHDO Competitive Operating Grant Program is designed to provide a source of operating funds to state-certified CHDOs with service areas in either urban or rural locations. Awards are based on competitive criteria established to assist OHFA in determining eligible applicants who have the strongest ability to produce affordable housing.
Approximately $1,000,000 is available from the annual
HOME set-aside, allocated as follows:
- 13% for continued funding of current "grandfathered" CHDOs
- 33% for CHDOs with service areas located
in urban areas
- 49% for CHDOs with service areas located
in rural areas
- 5% for CHDOs new to the program
These percentages are approximate, and unused funds
in any given category will be moved to the category with the most funding
requests.
The program offers two types of operating
grantsSustaining Grants and Capacity Building Grants. Each
grant has maximum funding awards, terms and eligibility requirements.

Following is a calendar of deadlines and other important dates that
apply to the application process.

Application Submission
Applications must be submitted by 5:00 p.m. |

Review of Applications
Staff will conduct an initial cursory review of all applications. Applications found to be substantially incomplete will be returned to the applicant without any further consideration for funding. Staff will contact all applicants by email to notify them of the results of the cursory review. |

Deficiency Letters
Applicants will be notified by fax, email, follow-up phone call and
regular mail of deficiencies with their application. Applicants will have 14 days to cure all deficiencies of both threshold and competitive items. |

If you are interested in applying to become a state-certified CHDO,
the guidelines and certification application are available for downloading
in two formats:
- CHDO Certification Guidelines and Application
CHDO certification applications may be submitted throughout the
year; however; applications will be reviewed two times per year.
Applications will be reviewed during the next application review
period following the date the application was submitted.
