Projects receiving Housing Development Assistance Program
(HDAP) funds are overseen during the construction phase of the project
by the Project Administration unit. Project Administration is responsible
for ensuring the project progresses according to schedule and fulfills
all terms of the funding agreement and related policies.

Each project that has been approved for HDAP funding is assigned to a project analyst. This staff person works with developers and recipients to ensure the requirements of the funding agreement are being met, to review and approve requests for HDAP funds, and to provide technical assistance when needed. The PA assignment list informs developers and funding recipients who that staff person is and how they can be reached.

All HDAP projects that have not completed the construction/rehab
phase are required to submit regular reports according to the
funding agreement. HDAP recipients who have received a letter from
OHFA requesting these reports are to download the required reports. The completed forms should be sent to the OHFA staff assigned to the project.
HDAP projects requesting a draw of funds must use the OHFA Request
for Payment and Status of Funds Report, or "draw form." Please note
that all draws must be on an OHFA draw form accompanied by the appropriate
supporting documents.

At the time of the initial draw for each project, a Signature Certification
and Signature Card must be submitted to OHFA for review and permanent
file. Two signatures displayed on the card must match the two original
signatures on each draw form submitted.
Project Administration
staff will be conducting construction phase site visits. The Construction Phase Monitoring Tool contains
questions which will allow OHFA staff to gauge the progress of projects
and determine if the project is being appropriately administered
by the HDAP recipient and the development team. Projects should review the Tool to ensure that relevant questions
and issues can be fully addressed during site visits conducted by
Project Administration staff.

Projects receiving funding from OHFA may be subject to Davis-Bacon or state prevailing wage laws. Davis-Bacon applies to public projects that receive federal funding, and state prevailing wage laws apply to public projects that receive state funding. Triggers set forth by the applicable laws determine when the laws apply.
The OHFA Guide to Prevailing Wage Requirements was crafted to ensure that OHFA's funding recipients are in full compliance with federal and state prevailing wage laws and regulations that are applicable to their project. The purpose of the guide is to provide OHFA's funding recipients and related parties (general contractors, subcontractors, developers, management companies, etc.) with a better understanding of the laws and regulations, and to establish "best practices" that will ensure federal and state compliance requirements are met.
The guide is not intended to replace or substitute any federal or state laws and regulations, but rather was written to serve as a supplemental procedural guide for OHFA staff, OHFA funding recipients, and interested parties to refer to when federal or state prevailing wage rates apply.

HDAP homeownership project sponsors should refer to the HDAP Homebuyer
Qualification Policy before beginning to work with potential homebuyers.
Project sponsors should also review the HDAP Homebuyer Eligibility
Workbook before qualifying potential homebuyers.
