The Neighborhood Stabilization Program (NSP) Affordable Rental Housing Initiative is a collaborative effort between the Ohio Department of Development and the Ohio Housing Finance Agency to create new rental housing opportunities for very low-income households in Ohio. Approximately $29.2 million of federal NSP funds is available for this initiative. OHFA is combining these funds with its Housing Credit Program, also referred to as Low Income Housing Tax Credits (LIHTC), Housing Development Assistance Program (HDAP), Housing Development Loan Program, and Multifamily Bond Program. Applying for the NSP Program
To receive funds, applicants must complete and submit the relevant sections of the Affordable Housing Funding Application (AHFA). The application can be downloaded below. You may request the AHFA (in Excel format) on cd or by email by contacting the Office of Planning, Preservation and Development at 614.466.0400.

Application Deadlines
The NSP funds will be awarded to eligible projects in the following three funding rounds, as non-committed funds are available:
- 2009 LIHTC — Applications due on March 19, 2009 and NSP funds committed in July 2009
- 2009 HDGF — Subject to board approval of HDGF guidelines, tentative date August 17, 2009–December 11, 2009
- 2010 LIHTC — Applications due in January 2010 and NSP funds committed in May 2010
In addition, NSP funds will be available to multifamily bond projects proposed in 2009 or 2010. Applicants will be required to demonstrate that the projects will be able to close the bonds within three months of the NSP commitment.
