About OAHR


The Office of Affordable Housing Research is dedicated to using research-based data to drive the Ohio Housing Finance Agency's (OHFA) mission, "We open the doors to an affordable place to call home," for Ohio families. OHFA helps homebuyers, renters, senior citizens and others obtain quality, affordable housing that meets their needs while supporting developers and property managers financially and through maintaining compliance with guidelines and regulations. Staffed by OHFA, the office works in partnership with The John Glenn School of Public Affairs at The Ohio State University and collaborates with other colleges, universities and partners to engage research to guide affordable housing policies.

Holly HoltzenDr. Holly A. Holtzen holds a PhD in Health Services Research from Old Dominion University and a Master of Public Administration from Troy State University. Dr. Holtzen completed her post doctoral training at the University of Texas Medical Branch (UTMB) funded by the National Institute on Aging Ruth L. Kirschstein National Research Service Award to examine social factors associated with health outcomes among underserved and minority populations. Prior to coming to UTMB, she was an Assistant Research Professor and Director of the Center for the Study of Aging at Boise State University. At Boise State University, she developed an interdisciplinary research agenda and educational programming for the College of Health Sciences. She served as the principal investigator on multiple state-funded research projects that involved statewide evaluation of federally funded initiatives.

Stephanie MoultonStephanie Moulton is an assistant professor of Public Affairs at the John Glenn School of Public Affairs at The Ohio State University, where she teaches courses in nonprofit and public management. Moulton's research focuses on low income housing policies, including an evaluation of state Mortgage Revenue Bond programs funded in part by a research grant from the U.S. Department of Housing and Urban Development. Mouton's research has been published in top policy and housing journals, including Public Administration Review, the Journal of Public Administration Research and Theory, and Housing Policy Debate. Prior to her academic career, Moulton managed the programs of a nonprofit Community Housing Development Organization, and served as a state and regional trainer for Indiana's Individual Development Account program and homeownership counseling and downpayment assistance programs. In addition to research and teaching at OSU, Moulton serves on the Charitable Advisory Council to the Ohio Attorney General, and provides policy and research assistance to the Ohio Housing Finance Agency.

Blair RussellBlair Russell is a doctoral candidate in public policy at Ohio State University's John Glenn School of Public Affairs. He started his research internship with the Office of Affordable Housing Research in June 2010 and has worked on research projects related to the Save the Dream Ohio initiative and the Restoring Stability program during his time. His research interests broadly concern economic development and urban policy. More specific interests include the impact of social programs, such as housing and education policies, on local/regional economic development and the effective targeting of such programs. Blair's research has been published in Economic Development Quarterly, and he has received teaching and research awards from the Glenn School and Ohio State. He is expected to receive his PhD in June 2011.

Alex NelsonAlex Nelson is a graduate student at the Ohio State University's John Glenn School of Public Affairs seeking a Masters of Public Administration. After becoming an intern at the Ohio Housing Finance Agency in June 2011, he has worked on research projects related to the Low Income Housing Tax Credit, and has helped the agency in its transition to online reporting of data for that program. His research interests range from the deconcentration of urban poverty to access to quality public transportation. He is expected to receive his MPA in June 2012.
