Rachel Grass, Ohio Housing Finance Agency
Rachel serves as Policy and Technology Manager in OHFA's Office of Program Compliance. Here responsibilities include providing technical assistance, review and update OHFA multifamily compliance policies, coordinate various projects with staff and OHFA offices, and manage web access of the Ohio Housing Locator. Rachel has been instrumental in working with OHFA's various offices to integrate the Agency's property database and reporting system, DevCo. Ms. Grass holds a Bachelor of Science in Landscape Architecture and a Master of City and Regional Planning from The Ohio State University. She holds a Specialist in Housing Credit Management (SCHM).


Jodelle (Jody) Carder, Woda Management & Real Estate, LLC
Jodelle J. Carder, CPM® Regional Vice President for Woda Management & Real Estate, LLC is responsible for property operations in Illinois, Kentucky, Tennessee, Wisconsin, Indiana and Northwestern Ohio. Her focus recently has been the acquisition of a large Midwest portfolio and its assimilation into the Woda Management framework. Prior to joining Woda in 2011, Ms. Carder served as president of RLJ Management Company where she directed the corporate property operations of a 6,100-unit affordable housing portfolio. For three decades, she worked for Wallick Properties managing a diverse portfolio. As president of Wallick Properties she was responsible for a portfolio of 12,000 units. Ms. Carder has served in industry leadership positions as president of the Columbus Apartment Association, president of the Columbus Institute of Real Estate Management (IREM), the Midwest Affordable Housing Management Association (MAHMA), and president of the Council for Rural Housing and Development of Ohio. She was appointed to the Ohio Housing Finance Agency Tax Credit Compliance Advisory Committee.

Joe Cole, Sequent Management Firm
Joe joined Sequent in January of 2002 as Director of Sales & Marketing. In 2004 Joe was promoted to Vice president and to President of Sequent in 2005. During his tenure at Sequent, Joe was responsible for setting the strategic vision, including the management of a large group health plan that had over 10,000 subscribers. He was very involved within the industry trade association, The National Association of Professional Employer Organizations (NAPEO) where he chaired numerous key national committees, including healthcare reform, working collaboratively with all the major national insurance carriers. In 2011 Joe at the request of NAPEO's Chairman, was asked to assume the role of iCEO of NAPEO in Washington D.C. During his time in that role, he developed and implemented a new governance structure, a new dues structure; successfully introduced key federal legislation into both chambers of the 112th Congress and formed an industry Private Healthcare Exchange. Joe re-joined Sequent in 2012 as Regional Director and Executive Vice President, and has responsibility for Sequent's southeastern operations.

Elaine Simpson, Occupancy Solutions, LLC
Elaine Simpson has been employed in the housing industry since 1986. Ms. Simpson has worked for local and national industry leading companies and throughout her career, has trained new managers across the country, assisted in creating "Best Practices" and procedure manuals, participated in numerous task forces during national mergers, acquisitions and dispositions and headed "turn around" teams assigned to troubled communities, successfully increasing income while decreasing expenses and allowing the property to recover economic viability. With over 30 years of experience in the multi-family industry, Elaine Simpson founded Occupancy Solutions, LLC to provide on site operations, human resources, housing program compliance, maintenance, marketing, leasing, training and consulting services for multifamily professionals of market rate, senior and affordable housing communities throughout the United States. Occupancy Solutions assists communities by providing proven, cost-effective techniques and strategies that achieve increased occupancy, improve resident retention, minimize expenses and increase net operating income.
