J.D. Vance is the author of the #1 New York Times bestselling book Hillbilly Elegy: A Memoir of a Family and Culture in Crisis. He grew up in the Rust Belt city of Middletown, Ohio, and the Appalachian town of Jackson, Kentucky. He enlisted in the Marine Corps after high school and served in Iraq. A graduate of The Ohio State University and Yale Law School, he has contributed to the National Review and recently signed on as a CNN Political Contributor. Vance lives in Ohio with his wife and two dogs.

Founder and Chairman, Recap Real Estate Advisors

Managing Partner, Novogradac & Company LLP
Michael Novogradac is the managing partner in the San Francisco, California office of Novogradac & Company LLP. He has more than twenty-five years of experience specializing in affordable housing, community development and renewable energy. Novogradac's focus is in real estate taxation and accounting. He is the author of numerous real estate-related tax and accounting articles and books, including the New Markets Tax Credit Handbook and the Low-Income Housing Tax Credit Handbook. A frequent speaker at tax credit conferences and forums throughout the country, Mr. Novogradac is very active in advocating for the inclusion of affordable housing, historic, new markets and renewable energy tax credits in federal and state policy and he broadcasts a weekly podcast that focuses on tax credit issues. In addition, he serves as adviser on industry and governmental affairs for the NMTC Working Group and the LIHTC Working Group. Novogradac also serves on the executive committee of the Housing Advisory Group and the boards of directors of the Affordable Housing Tax Credit Coalition, the NMTC Coalition and Historic Tax Credit Coalition. He previously served on the boards of directors of A Hand Up and the Berkeley Chess School, the board of governors of the California Housing Consortium, as an advisory board member of the National Leased Housing Association, the Federal Housing Policy Council and Housing and Development Reporter, and was a member of the National Housing & Rehabilitation Association NMTC Steering Committee, the National Trust for Historic Preservation Tax Policy Council and the California State Treasurer's Housing Finance Advisory Board, as well as a board member and chief financial officer of the Housing Industry Foundation. Mr. Novogradac graduated from the University of California, Los Angeles, with a bachelor's degree in economics. He received an MBA with highest honors from the University of California, Berkeley. He is licensed in California, Oregon, Maryland and Texas as a certified public accountant.
President and CEO, National Low Income Housing Coalition
Diane is the President and CEO of the National Low Income Housing Coalition, a membership organization dedicated solely to achieving socially just public policy that ensures people with the lowest incomes in the United States have affordable and decent homes. Diane is a veteran affordable housing policy expert and advocate with nearly two decades of work on affordable housing and community development issues. Before rejoining NLIHC (where she previously worked as a policy analyst), Diane was Vice President of Public Policy and Government Affairs at Enterprise Community Partners, where she led federal, state and local policy, research and advocacy programs. Prior to Enterprise, Diane was the director of the Public Housing Management and Occupancy Division at the US Department of Housing and Urban Development (HUD), where she managed a team overseeing the development and implementation of nationwide public housing policies, procedures and guidelines. She also worked to advance affordable housing policies with Oxfam America and the Massachusetts Coalition for the Homeless, and served for 3 years as a community development Peace Corps volunteer in Zambia. Diane is frequently cited in media outlets, including the Washington Post, The New York Times, Politico, Mother Jones, NPR and The Guardian. She serves on the Board of Directors of the National Housing Conference, Homes for America, and the Coalition on Human Needs. Diane has a Masters in Social work from the University of Texas at Austin.

Dr. Edward "Ned" Hill
Professor at the John Glenn College of Public Affairs, The Ohio State University
Ned Hill is a known throughout the state of Ohio as an observer of the performance of the economy, economic development strategy, community development policy, and state and local public policy. He has also been deeply involved with understanding and promoting the manufacturing sector in Ohio. The Cincinnati Inquirer referred to Hill and the "godfather of (business) tax reform" and the Ohio Manufacturers Association awarded him its Legacy Award. Hill is Professor of Public Affairs and City & Regional Planning at The Ohio State University where he teaches economic development, public finance, and state and local public policy in The John Glenn College of Public Affairs. He is also affiliated with OSU's College of Engineering's Ohio Manufacturing Institute and the university's Discovery Theme in Materials and Manufacturing for Sustainability led by the Institute of Materials Research (IMR).
Partner, Vogt Strategic Insights
Robert Vogt is a principal and partner with the real estate market analyst firm of Vogt Strategic Insights, a firm specializing in providing real estate market feasibility studies and project consulting located in Columbus, Ohio. Mr. Vogt has conducted market feasibility studies for the past thirty years. In this time, he has conducted, written and reviewed over 7,000 market analyses for market-rate and affordable Tax Credit apartments, as well as studies for single-family, condominiums, golf course/residential developments, office, retail, and elderly housing throughout the U.S. Mr. Vogt is a founding member of the National Council of Housing Market Analysts, an association formed to bring standards and professional practices to real estate market feasibility. He is a past chairman of this association. Mr. Vogt is a member of the Columbus Board of Commission Appeals and a member of the Urban Land Insitute. Mr. Vogt has a degree in Finance, Real Estate, and Urban Land Economics from The Ohio State University.
Director of Citi Municipal Housing, Citi
Mr. Koessel (Mike) has 32 years of experience in affordable housing finance. He has worked as a banker for 20 years, the last 15 at Citi. Prior to banking, Mr. Koessel worked at cfX Inc., a firm specializing in quantitative cash flow analyses for housing bond issuers. Currently Mr. Koessel heads up the coordination of Citi resources on behalf of state Housing Finance Agencies in need of housing and community development and stabilization banking resources. Mr. Koessel's senior managed HFA clients over the years have included: Alaska, California, Connecticut, Florida, Georgia, Hawaii, Illinois, Kentucky, Maine, Massachusetts, New Jersey, New York, Ohio, Puerto Rico, South Dakota, Tennessee, and Vermont, among others. Mr. Koessel holds a BA from Williams College and a Ph.D. from Columbia University, where he also has taught.
