2026 HDGF Guidelines First Draft Public Comment Period

The first draft of the 2026 HDGF guidelines can be found here. OHFA will accept comments on this draft through 5 p.m. on Monday, September 22, 2025. Feedback and comments may be submitted in writing to QAP@ohiohome.org.

Hough Senior, Cleveland, Cuyahoga, Ohio

The State of Ohio published a Combined Notice of Finding of No Significant Impact (FONSI) and Notice of Intent to Request Release of Funds (NOI/RROF) regarding Hough Senior on August 25, 2025.

On or about, but not before, September 10, 2025, the State of Ohio will submit a request to the U.S. Department Housing and Urban Development (HUD) for the release of Federal funds under Section 288 of Title II of the Cranston Gonzalez National Affordable Housing Act (NAHA), as amended to be used for the following project:

Non-Profit Developer: CHN Housing Partners
Location: Cleveland, Cuyahoga, Ohio

Project Description:
Hough Senior Independent Living is a new construction senior housing development consisting of an approximately 47,000 square foot, multi-family 3-story apartment building with fifty-five (55) one-bedroom units, located in the Hough neighborhood on Cleveland's east side, between East 89th Street and East 90th Street. Hough Senior Independent Living will provide a welcoming environment that is close in proximity to transportation, amenities, and medical services, including the Cleveland Clinic and University Hospitals, in the City of Cleveland.

Federal/State of Ohio HOME Funds:        $1,000,000

Federal/Cleveland HOME Funds:              $630,124

Total Project Cost Estimate:                      $19,095,831

The State of Ohio has determined that the project will have no significant impact on the human environment. Any individual, group, or agency may submit written comments on the environmental review record via email to the State of Ohio at Compliance@development.ohio.gov. All comments received before September 10, 2025 will be considered by the State of Ohio prior to authorizing submission of a request for release of funds.

Senior Village at Valle Greene, Fairborn, Greene County, Ohio

The State of Ohio published a Combined Notice of Finding of No Significant Impact (FONSI) and Notice of Intent to Request Release of Funds (NOI/RROF) regarding the Senior Village at Valle Greene on August 15, 2025.

On or about, but not before, September 2, 2025, the State of Ohio will submit a request to the U.S. Department Housing and Urban Development (HUD) for the release of Federal funds under Section 288 of Title II of the Cranston Gonzalez National Affordable Housing Act (NAHA), as amended to be used for the following project:

Project Name: Senior Village at Valle Greene
Developer: St. Mary Development Corporation
Location: Fairborn, Greene County, Ohio

Project Description:
The Senior Village at Valle Greene development is a proposed 70-unit, two-story apartment building with an elevator. Comprised of one and two-bedroom units, this senior apartment community adheres to Enterprise Green Communities' energy standards. It caters to seniors with incomes at 30%, 50% and 60% of Area Median Income. Notably, the design prioritizes accessibility, eliminating the need for stairs to access the building.
