Housing Instability & Homelessness

This section focuses on the population at risk of losing their homes to foreclosure or eviction and those experiencing homelessness. Data on those who are housing unstable are difficult to find, particularly for those forced to live with friends or family for a short period of time. Thus, many of the numbers in this section are likely an undercount of the total Ohio population experiencing housing instability.


Section Highlights

  • Over 1.2 million Ohioans (11%) live in a household spending at least half its income on housing, putting them at risk of losing their homes to foreclosure or eviction. This includes over 496,000 people living in households that are severely mortgage-burdened and over 761,000 Ohioans living in severely rent-burdened households.
  • Homelessness among school-age children remains high. Ohio's public and community schools reported that 31,883 students (1.8% of total enrollment) lacked a fixed, regular, and adequate place to sleep during the 2023-2024 school year.
  • On a single night in January 2024, 11,759 people were counted statewide as living in temporary housing, homeless shelters, or on the streets. This represents a 14% increase from 2019 and the highest point-in-time count of homeless Ohioans in a decade.
  • There are not enough shelter beds available for individual adults who are homeless. In January 2024, there were 8,338 homeless individuals aged 18 or over counted in Ohio but only 5,701 year-round shelter beds available for them — or 68 beds for every 100 people in need — leaving a shortage of 2,637 beds.

The eviction filing rate is the number of new eviction filings per 100 renter-occupied households. In Ohio an eviction is legally referred to as a "forcible entry and detainer" or F.E.D.

Students meet the McKinney-Vento definition of homeless when they lack a fixed, regular, and adequate nighttime residence. Students who are sharing the housing of another person (doubled up) due to loss of housing, economic hardship, or similar reason meet the definition of homeless. This includes students living in motels, hotels, RV parks, or campgrounds due to lack of alternative adequate accommodations, as well as those living in emergency or transitional shelters or abandoned in hospitals. Typologies are defined by the Ohio Department of Education and Workforce and based on traditional school district boundaries. Statewide numbers include online and "bricks-and-mortar" community schools. All numbers are based on total head count. Students may be double counted across typologies if they moved during the school year, however statewide numbers represent unduplicated totals.

Ohio Regions are defined at the county level by TourismOhio, part of the Ohio Department of Development. Regional estimates of IPUMS USA data are calculated using a geographic correspondence file from the Missouri Census Data Center at the University of Missouri to "crosswalk" the data from Public Use Microdata Areas (PUMAs) to counties.
